In most areas of the UK there is a severe shortage of affordable rented accommodation. This means that for many households the only way to obtain a secure home at an affordable rent is to be allocated social housing. This is accommodation let by local authorities (most of which operate choice based lettings schemes) and other social landlords, e.g., housing associations, known generally as 'registered social landlords' (RSLs).
All new allocations of social housing must be made through the local housing authority's allocation scheme. If you are currently in social housing and require a transfer it might be possible through this scheme. All applications must be considered but be aware that your immigration status may affect your application.
Also, an authority can treat as 'ineligible' a person whose behaviour that makes them unsuitable to be a tenant. Authorities have a wide discretion as to the kind of allocation scheme they operate but must give 'reasonable preference' to certain people and must ensure that the scheme gives priority to those in greatest need.
There is a right of review for decisions about eligibility and unsuitability to be a tenant. There is also a right of review about the facts taken into consideration in making allocation decisions.
